Just Transition in Colombia: The ASOVECAB Energy Community

Energy communities are a key part of Colombia’s just transition strategy. Combining community governance, productive use of energy, and sustainability to improve livelihoods, the energy community model can strengthen local economies and reduce vulnerability for remote populations.

As part of the Innovation Regions for a Just Energy Transition (IKI JET) project, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) is supporting the development of several energy communities across the coal-dependent regions of La Guajira and Cesar.

What is the ASOVECAB Energy Community?

The Green Farmers’ Association of Becerril (ASOVECAB) is a community that is significantly affected by the armed conflict in Colombia. ASOVECAB processes dried forest fruits and seeds, especially the guáimaro seed, a native seed from a dry tropical forest tree, which is known for its high protein content. The dried fruits and seeds are turned into flour, tea, sauces, and sweets, which are sold under the brand name Tamanduá. Alongside these productive activities, the farmers engage in dry tropical forest conservation, promoting the use of sustainable natural resources and providing economic benefits to rural communities.

What is the objective or community need?

The community seeks to improve the farmers’ produce and efficiency, while developing a distinctive commercial identity to strengthen their position in the market. It also seeks to implement marketing and outreach strategies that enhance brand visibility and promote sustained economic growth.

How will being an energy community help?

Installing renewable energy systems for the production plant and rural collection centres will help to optimise working conditions, improve productivity, reduce operating costs, and increase resilience to power outages. Selling surplus energy in compliance with the regulations may offer an additional source of income.

What is the current status—and what are the next steps?

The design of the energy system for the processing plant and collection centres is underway, focusing on optimising renewable energy use and improving production efficiency—particularly in guáimaro drying—to reduce the processing time. At the same time, a community empowerment plan is being developed, emphasising business management, brand development, and governance. Efforts are also underway to establish strategic partnerships with stakeholders in the energy, commercial, and financial sectors.
