The Role of Government in Energy Transitions: The case of Komati
This report investigates the critical role of government in orchestrating a just energy transition (JET), using the decommissioning of the Komati Power Station in South Africa as a suitable case study.
The findings reveal a profound and systemic failure of governance, where the South African government neglected its essential roles, resulting in a transition characterised by economic devastation, social collapse, and a deep erosion of trust, rather than justice and equity.
The analysis, grounded in a conceptual framework of a JET defined by the ILO’s Decent Work Agenda and principles of procedural, distributive, and restorative justice, demonstrates that the government failed to fulfil its core responsibilities.
The Komati case provides a definitive lesson: a just transition is impossible without competent, proactive, and accountable government intervention.
