Just Transition Toolbox for Coal Regions: Second edition


The Just Transition Toolbox for Coal Regions is a practical guide developed by the Wuppertal Institute to support practitioners navigating the transition away from coal.

Building on the first edition, this updated version draws on an expanded body of knowledge and recent lessons learnt from coal regions across the globe.

The update includes new chapters about economic support measures, repurposing of coal infrastructure, more detailed guidance on ways to decarbonise energy-intensive sectors and recommendations for policy-makers.

The toolbox is aimed at policy-makers in regional administrations, ministries, and other stakeholders in a just transition process such as researchers, social partners, trade unions, and civil society organisations.

The toolbox provides guidance for the following seven main chapters:

1. Strategies
Guides practitioners through the full policy cycle from problem analysis and target-setting to implementing actions and evaluating results.

2. Governance
Covers how to set up the right governance structures to steer a transition process, including how to define cooperation levels, engage stakeholders, and strengthen social dialogue.

3. Energy
Provides an updated overview of renewable energy and storage technologies available to coal regions today, and critically assesses bridge technologies with higher risks for stranded assets.

4. RepurposingNewly added
Explores how former coal mines and power plant sites can be reframed as regional assets, presenting concrete options for repurposing land and infrastructure e.g., for renewable energy installations and energy storage to industrial reuse and heritage tourism.

5. Industry
Addresses the decarbonization of energy-intensive industries and use of hydrogen. To the existing guidance on steel new sections were added about cement and chemical industries.

6. EconomyNewly added
Provides insights about how to design economic support measures by combining baseline diagnostics, identification of emerging green sectors, and a structured approach to mobilizing financing.

7. Employment
Covers how to develop green skills and support displaced workers through retraining programs, active labor market policies, and income protection measures.

The previous first edition, published in 2022, is also available in Indonesian, Spanish, and Vietnamese.
