Rooted in the principal justice aspects of an energy transition (recognition justice, restorative justice, distributive justice, and procedural justice), this report lays out a framework for quantifying the investment needs that ensure a truly equitable outcome tailored specifically to Indonesia’s energy transition context.

The report uses the planned early retirement of the Cirebon 1 coal-fired power plant (CFPP) as a case study.
