A Just Energy Transition Advocacy Guide: The experience of trade unions in coal regions
This guide offers trade unions a practical framework and learning resource for planning, advocating, and negotiating a just transition to a low-carbon economy.
Centred on the needs of workers and communities affected by the energy transition, the guide draws on the experiences of trade unions in two coal-dependent provinces—East Kalimantan and South Sumatra—and on just transition principles from the International Labour Organization (ILO).
The guide aims to help trade unions represent workers’ interests in policy planning, negotiate collective bargaining agreements, promote re-skilling programmes, and uphold the “no one left behind” principle.
Developed by Union Aid Abroad – APHEDA, it provides information and practical advice across three chapters:
1. Strategic Steps
Guides trade unions in advocating and planning for a just transition, with a focus on workers and affected communities.
2. Lessons Learned
Draws on the experiences of the Indonesian Trade Union Confederation (KSPI) and the Confederation of All Indonesian Trade Union (KSBSI) in coal regions.
3. Education Support
Supports trade unions in campaigning and organising in coal mining regions, with practical resources including an educational video, a website (unions4jet.org), and research reports.
