Financing the Just Energy Transition Partnerships: Perspectives from Vietnam, Indonesia, South Africa


The adoption of low-emission technologies lags in many developing countries due to limited financing, technology transfer and lack of training. Just Energy Transition Partnerships (JETP) aim to bridge this gap, providing innovative lessons in designing and executing financing for energy transition, supporting the shift from coal-dependent economies towards cleaner energy. The first JETP was announced at the 26th UN Climate Change Conference of the Parties (COP 26) in Glasgow for South Africa for USD 8.5 billion. In late 2022, Indonesia and Vietnam announced JETPs for USD 20 billion and USD 15.5 billion respectively.

This session will explore opportunities for countries globally to learn from Indonesia, South Africa, and Vietnam’s experiences in developing and implementing comprehensive multi-stakeholder financing plans for their energy transition, as well as challenges and potential replication at regional and global scale. The session will explore strategies for: optimising financial instrument regulations; involving the private sector in co-creating financing solutions with JETP investors; and mobilising concessional finance as tools to accelerate a just energy transition.
