Public Participation in Southeast Asia’s Clean Energy Transitions: Workshop with governments


The International Energy Agency (IEA) is developing a Toolkit for Public Participation to support Southeast Asia’s clean energy policies, programmes and strategies. To develop the toolkit, the IEA will host a series of consultations and virtual workshops with Indigenous, civil society and government representatives to identify existing challenges and lessons learned on the ground, drawing from good practices and experience.

In this virtual workshop, governments and multilateral stakeholders will share experiences and lessons learned from public participation in clean energy policy, planning and project development. It will include case study presentations, with each example highlighting specific challenges, insights, and outcomes.

During the workshop’s presentations and discussions, participants will explore the following guiding questions:

• What are examples of good practice in clean energy policy or project decisions which have been meaningfully influenced by local communities?
• Which tools or mechanisms have been most effective in facilitating meaningful participation of communities, including Indigenous Peoples and youth?
• How can citizen engagement processes be designed so that the voices of those who traditionally do not take part in participatory processes are also represented?
• Which lessons have been learned from previous consultative and co-design processes with local communities?
• What are the key challenges to more meaningful community engagement in clean energy projects or planning?
