Coal Regions Transition Simulator: An online policy simulation for managing a just transition

The Coal Regions Transition Simulator, offered by the International Training Centre of the ILO (ITC-ILO) as part of the Innovation Regions for a Just Energy Transition (IKI JET) project, is an interactive training that places participants in a realistic decision-making environment where they must address the challenges and opportunities of a just transition in coal regions. There are no pass-or-fail criteria. Participants receive feedback on their decisions, highlighting how different policy choices can lead to different outcomes.

The decisions participants will make are based on the content of the ILO “Practical Guide on Just Energy Transition Strategies for Coal Regions”. They will address key areas including:

– Stakeholder participation and governance
– Just transition policy development
– Institutional capacity and public institutions
– Economic diversification
– Employment and labour market measures
– Social protection
– Financing mechanisms
– Education and training
– Gender equality
– Monitoring and evaluation.

The programme aims to stimulate discussion, encourage reflection on policy options, and introduce the ILO’s guidance on managing a just transition in coal regions. It is designed for just transition professionals across government, workers’ and employers’ organisations, civil society organisations (CSOs), and academia. Participants working in or around coal mining regions in Indonesia, India, Mongolia, South Africa, Thailand, and Viet Nam are especially welcome to register.

PROGRAMME STRUCTURE

The programme will be delivered online. The webinars on 10 and 14 August take place at 11 AM Paris/Johannesburg time (4 PM Bangkok, Hanoi and Jakarta time, or 5 PM Ulaanbaatar time). The programme requires an estimated total learning commitment of 5 hours, structured as follows:

• Onboarding webinar on 10 August 2026 — Participants receive the scenario materials at the close of the session.
• Individual reading — Approximately 90-120 minutes to read the scenario materials offline.
• Second webinar on 14 August 2026 — Participants complete the online policy simulation, individually or in groups.

The simulation in the second webinar will take approximately one hour, followed by a 30-minute online feedback and debriefing session.
