Projection of Labour Force for Vietnam’s Energy Transition


As part of its commitment to reducing emissions and shifting to renewable energy, Vietnam aims to reach peak emissions by 2035 and achieve net-zero emissions by 2050. The electricity sector plays a crucial role in this effort, with renewable energy expected to account for 30.9-39.2% of power generation by 2030 and 67.5 -71.5% by 2050.

The build-up of renewable energy will create many thousands of jobs and require a skilled workforce. Effective planning to deliver training to ensure the workforce is available will allow for a smooth transition, maximize the benefits for Vietnam and counter adverse effects on people currently employed in the fossil industries.

Jobs in the coal sector will decline, so retraining and redeployment are crucial to support economic development and social stability. Coal workers’ deployment into renewable energy is likely to be only partial, so industrial diversification will be needed.

This report explores the potential development of the labour force in the power sector in Vietnam and related industries under different scenarios.
