Background

The shift from coal to low-carbon energy in Asia and the Pacific is urgent and complex, with major impacts on jobs, communities, and economies particularly in coal-dependent regions. To ensure a fair and inclusive transition, the Community of Practice for Just Energy Transition in Asia supports stakeholders in driving actions that promote decent work, social inclusion, poverty reduction, and sustainable growth, in line with the Paris Agreement and the ILO Just Transition Guidelines. The platform also applies a gender-responsive approach to increase women’s participation, strengthen gender-sensitive policies, and remove barriers to equitable transition opportunities.

Objectives

  • Knowledge sharing: Facilitate expert-led discussions, peer-to-peer exchanges, and multi-stakeholder dialogue to share best practices and address common challenges, grounded in the principles of social dialogue and participation.
  • Capacity development: Provide tailored training for policymakers and stakeholders to integrate climate, economic, employment, and social priorities in transition planning, in line with ILO Just Transition Guidelines.
  • Policy coherence and collaboration: Strengthen cross-sector and multi-level cooperation to promote coordinated, fair, and inclusive transition strategies.

Beneficiaries

  • Government officials and policymakers from all levels from ministries involved in energy, labour, environment, planning, finance, and more
  • Workers’ and employers’ organizations
  • Universities, research institutions and think tanks
  • Development partners and civil society groups including youth networks, indigenous peoples, and gender equality advocates
